    Description

    Directs, plans, manages, coordinates and oversees the activities and operations of the Human Resources Department, including training, counseling, hiring, employee relations, harassment investigations, and coordinating assigned activities with other tribal departments and outside agencies.

    ESSENTIAL DUTIES:

    • Manages and oversees the development and administra¬tion of the Human Resources Department budget; direct the forecast of funds needed for staffing, equip¬ment, materials, and supplies; monitor and approve expenditures for department; prepare and implement budgetary adjustments as necessary.
    • Selects, trains, motivates and evaluates department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
    • Coordinate Human Resources Department activities with those of other departments, divisions, and outside agencies and organizations; prepare and present staff reports and other necessary correspondence.
    • Advises and assists tribal employees and department managers in a variety of human resources matters.
    • Develops and maintains PBPN Employee Handbook for employees and supervisors.
    • Investigate complaints of unfair treatment; review investigation procedures performed by staff; and approve all reports submitted.
    • Responds to and resolve difficult and sensitive employee inquiries and complaints.
    • Participates with directors in the development of compensation recommendations, generally on a per department basis; provides for internally and externally competitive salary structures.  Works closely with the payroll office to coordinate activities between the staffing function and the payroll function.
    • Plans and directs implementation and administration of benefits programs designed to ensure employees against loss of income due to illness, injury, layoff, or retirement.
    • Evaluates services, coverage, and options available through insurance and investment companies, to determine programs best meeting needs of the organization, utilizing such information to negotiate vendor contracts.
    • Oversees reconciliation of vendor billings for health and welfare benefit plans as appropriate.
    • Directs the activities related to various training and educational programs for the employees of an organization including analysis of training needs and design of training materials.
    • Initiates exit procedures.  Performs exit interviews.  Identifies key factors to consider when an employee leaves the organization, including proper documentation of information on which employment decisions have been made, exit interviews, outplacement, wrongful termination and employer defenses against litigation.
    • Establish and maintain an effective working relationship with the Tribal Council, other Tribal, governmental agencies and businesses and the general public.
    • Evaluates HR staff.
    • Develops procedures to ensure accountability within HR.
    • Prepares and submits quarterly and annual program reports.
    • Attends weekly director’s meetings and monthly director meetings.
    • Directly supervises three employees, indirectly supervises one employee; which includes but is not limited to: assigning and reviewing work, instructing, training, establishing schedule, setting objectives, recommending hiring and disciplinary action.
    • Works cooperatively within the office, Prairie Band Potawatomi Nation, and other agencies; as needed.
    • Other duties as assigned.
    Requirements

    MINIMUM REQUIREMENTS:

    • Bachelor’s degree in business, Human Resources, or related field of study applicable to Human Resources
    • Seven years of work experience in Human Resources
    • THRP certification, or PHR certification, or SHRM-CP certification
    • Must have a valid Kansas Driver’s license and be insurable with the Nations insurance.
    • Must be intuitive, conceptual, and have good reasoning skills

    PREFERRED REQUIREMENTS:

    • Master’s degree in business, Human Resources, or related field of study applicable to Human Resources
    • SPHR certification or SHRM-SCP certification
    • Ten years of work experience in Human Resources
    • PHYSICAL, MENTAL, & ENVIRONMENTAL DEMANDS:
    • Able to read, write and speak English
    • Ability to work efficiently in a highly team-team oriented environment
    • Ability to develop positive working relationships with others
    • Ability to perform daily activities, including but not limited to: filing, answering the telephone, operating office equipment,
    • Minimal travel required.
    • Access to and/or use of confidential records.
    • Abilities to lift, carry, push, and pull up to 20 pounds on a frequent basis
